Export rice quality standards and the role of modern milling technology

Rice is one of Vietnam’s strategic export commodities. However, to meet the stringent demands of markets such as Japan, the EU, and South Korea, rice must comply with strict quality standards. Within the processing chain, the milling stage not only affects the appearance of rice but also determines the percentage of whole kernels, food safety, and storage stability. This article outlines key export criteria and why investing in advanced milling technology is a vital step for Vietnamese rice enterprises.

1. TECHNICAL STANDARDS FOR EXPORT RICE

1.1. Quality Standards

Export rice must meet rigorous standards to satisfy market requirements. For example, according to Codex STAN 198-1995 issued by the Codex Alimentarius Commission, white rice should not exceed 15% moisture content, contain no more than 0.5% organic impurities and 0.1% inorganic impurities. Rice must have a typical color, be free from off-odors and strange tastes, and contain no live insects or mites. Compliance with these criteria not only guarantees product quality but also enhances the reputation and competitiveness of Vietnamese rice internationally.

1.2. Food Safety Standards

Food safety is a mandatory aspect of rice exports. Products must meet strict hygiene requirements, including limits on pesticide residues, heavy metals (lead, cadmium, mercury), and other hazardous substances as per WHO guidelines.

Additionally, rice must be processed and stored properly to prevent microbiological contamination such as pathogens, mold, or parasites. Routine microbiological testing, traceability, and certified food safety documentation are essential for accessing premium markets like the EU, Japan, and the USA.

1.3. Packaging & Labeling Standards

Packaging and labeling are crucial for ensuring product integrity and regulatory compliance. Export rice must be packed in international-standard bags—typically PE, PP, or multi-layer kraft paper—with moisture-proof and insect-resistant properties. Materials must be food-safe and non-toxic during storage and transport.

Labels must clearly display essential information: product name, net weight, country of origin, ingredients, production and expiry dates, storage conditions, and traceability codes. Labels should be printed in the local language (e.g., Japanese or Korean), or at minimum in English. For the EU and US, compliance with food labeling laws (e.g., EU Regulation 1169/2011) is required for market access.

1.4. Country of Origin Standards

Proof of origin is mandatory in customs clearance and quarantine documentation. Most countries require a Certificate of Origin (C/O) to verify that the rice was grown, processed, and packaged in the exporting country.

For organic rice, exporters must provide international organic certifications such as USDA Organic, EU Organic, or Japan’s JAS. These certifications confirm compliance with strict standards—no chemicals, no GMOs, and no synthetic pesticides—across the entire production process. This is crucial for entering the high-end organic food segment.

1.5. Import Market Requirements

Each importing country enforces specific regulations on product quality, food safety, quarantine protocols, and customs procedures. Exporters must proactively study the technical and legal requirements of each target market.

For instance, the EU regulates pesticide residues under EC No. 396/2005, while Japan requires phytosanitary certificates and microbial testing from competent authorities. Countries like China, the Philippines, and South Korea may also require pre-approval of exporters and valid import licenses from local distributors.

1.6. Transportation Regulations

Proper transport conditions are essential to preserve rice quality during shipment. Export rice must be stored and transported under controlled temperature, humidity, and airtight conditions to prevent mold, spoilage, or pest infestation. For long-distance or sea shipments, using container liners, desiccants, and moisture-proof packaging is critical to protect the rice in fluctuating climates. Export documents such as commercial invoices, bills of lading, and C/Os must be valid and accurate.
